After uninstalling ITCM, or more specifically, the Software Delivery agent plugin, you notice the CTRL+ALT+DEL key sequence is now required on the Windows Logon Screen:

You may also notice that Fast User Switching is disabled, and the shutdown/restart buttons on the Windows Logon screen are also missing.
During the Software Delivery agent plugin uninstaller, the following registry keys are being created or set, without care for your current configuration:
- HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System\DisableCAD (1)
This registry key corresponds with a policy that enables or disables whether or not CTRL+ALT+DEL is required at the Windows Logon screen for your computer.
- HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System\HideFastUserSwitching (0)
This registry key corresponds with a policy that shows or hides Fast User Switching functionality on the Start Menu.
- HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System\shutdownwithoutlogon (1)
This registry key corresponds with a policy that shows or hides buttons to shutdown or restart the computer, from the Windows Logon screen.
It's possible, each of these policies may have been enabled, disabled, unconfigured, or managed by Global Policy.
Once the ITCM Agent has uninstalled, the changes have already been made. You can either delete the registry values, to return the settings to their unconfigured defaults, or you can manually change them, to your desired setting.
For ITCM version 12.9 GA, there is testfix T55V141 (ITCM Uninstall Changes CTRL+ALT+) available. The testfix replaces ..\CA\DSM\bin\sxplgshl.dll. A function within this DLL file is called during uninstallation of the SD agent plugin, and is responsible for creating or setting the registry keys. After the fix is applied, the ITCM agent can be uninstalled, without these settings being affected.
As this problem was first reported after the ITCM r14.0 SP1 release, it is expected patch T55V141 be merged for ITCM r14.0 SP2, so this is no longer an issue going forward.
If you require patch T55V141 to be ported to r14.0 GA or r14.0 SP1, please open a support case. Otherwise manually deleting or changing the registry keys after the ITCM agent uninstall, will return the computer back to normal configuration.
