Why does the Detail panel from the 'Plan/Package Utilities' show different information when the report is created with EQF (WHERE clause).

Resolution
The user must specify the same Extended Query Facility(EQF) query in the detail report that was specified in package utility list report to get the correct results. The EQF queries are not transferable to other reports, because in most cases different reports access different catalog tables.
The way the reports were designed is that each report (package list, package detail, package dependency, etc) has its own EQF queries which can be created and tied to that specific report type panel, but cannot be shared between different reports.
In order to check which EQF's are available or being used look at the top right of the screen at the WHERE field. If there is a "S" followed by a name then that named EQF is being used.
