A search for Message "TPX1599 .... " on the web site and the messages manual returns no hits.
There is no corresponding message found in the TPX LOG DD.

REASON:
The SIZE parameter in the Coupling Facility structure for TPX has run out of space. No new users will be able to logon.
ACTION:
The SMRT has the max number of TPX instances involved in the GR ring; and the two parts of structure name (Prefix and GR name)
Review the CFSTRUCT member in the TPX CB0VJCL data set.

Update the currently active Coupling Facility policy data set to reflect the new changes.
A SYSTEM REBUILD normally clears the error. The SYSTEM REBUILD will work most times, but is not a guarantee.
However, The preferred method to implement the change in CFRM policy that has been implemented for TPX structure, is to shutdown all TPX instances affected then restart them all. This will ensure the TPX structure was de-allocated and deleted in the CF.
An enhancement for TPX 5.4 was released for Z/OS 2.4
