Performing an Active Upgrade from CA Datacom/AD 14.0 to 15.0/15.1 for CA11 and getting error message DB00605E coming out of job AXACTDYN in STEP2.

The cause of the problem is due to CA11 which has DBID 1000 opened at startup preventing the STEP2 from running.
The resolution is to SUSPEND CA11 so that it disconnects from the Multi-User and frees DBID 1000.
Once the SUSPEND command is done then STEP2 will run successfully as well as the job.
When job is successfully finished you can run CA11 RESUME command to reconnect CA11 to the Multi-USER
Other Using Products like DISPATCH do not have that problem because they do not open DBID 1000.
