CA CSM Unable to RECEIVE ++USERMODs

Issue/Introduction

Attempting to receive ++USERMOD's. The receive completes successfully with no errors however, no output.  Task Progress tab shows     The table does not contain any record. As does Show Results tab. No message

Instead of clicking receive, click apply from the SMP/E Environment / Maintenance tab. CA CSM will receive the USERMOD as a background task then apply it
