Message "transmitter busy" in the Audit log

Issue/Introduction

What actions are needed when multiple messages "transmitter busy" are found in the ESP Audit log?

Resolution

If the machine workload is going fine, this message may be ignored.  There could be just WLM inner traffic, and if a job is not first in the queue, it sends message "transmitter busy".

After this job becomes the first "in-line", then its status should be updated. 
If there are no other warning or error messages, then this process is normal.
