Why did I not receive a 'returned timesheet' notification when my timesheet was returned by the timesheet approver?
Some of my resources are not receiving a 'returned timesheet' notification when the Approver Resource has returned the timesheet. The Resources have their account settings configured to receive timesheet notifications.

Solution:  
The resource did not receive a 'returned timesheet' notification because the resource did not 'submit' his own timesheet; his manager 'submitted' the timesheet.

(1) When a Timesheet is submitted, all resources with approval rights for that Timesheet submitted, will receive a notification message (if the Approver has notifications enabled for Timesheets)
(2) When a resource with approval rights, returns a Timesheet, the resource that submitted the Timesheet will receive a 'returned Timesheet' notification message (if the submitter has notifications enabled for Timesheets)

Most resources will submit their own Timesheet and another resource will have approval rights to approve or return the Timesheet, so the notifications will be sent and received as expected. However, there may be some resources with 'Resource - Enter Time' rights that will allow the resource to submit the Timesheet for another resource and thus the 'submitter' may be a different resource to receive the notification of a returned Timesheet.


Example: (the following examples assume that all three resources have Timesheet notifications enabled)
RESOURCE A - this is a end-user resource that has the rights to enter and submit time for his own Timesheet.
RESOURCE B - this is a resource that has the rights to approve Timesheets for RESOURCE A and this resource also has the rights to create and submit a Timesheet for RESOURCE A
RESOURCE C - this is another resource that has only the rights to approve Timesheets for RESOURCE A

If RESOURCE A submits the Timesheet, then RESOURCE B and RESOURCE C will receive a notification of the 'submitted Timesheet' for RESOURCE A
If RESOURCE B returns the Timesheet, then RESOURCE A will receive the 'returned Timesheet' notification because RESOURCE A 'submitted' the Timesheet

If RESOURCE B submits the Timesheet for RESOURCE A, then RESOURCE B and RESOURCE C will receive a notification of the 'submitted Timesheet' for RESOURCE A
If RESOURCE B returns the Timesheet, then no one will receive a 'returned Timesheet' notification because the 'submitter' and the 'approver' is the same resource

If RESOURCE B submits the Timesheet for RESOURCE A, then RESOURCE B and RESOURCE C will receive a notification of the 'submitted Timesheet' for RESOURCE A
If RESOURCE C returns the Timesheet, then RESOURCE B will receive the 'returned Timesheet' notification because RESOURCE B 'submitted' the Timesheet
