I have created a Program that contains sub-projects. I have created a Detailed Financial Plan for the Program, but the Actuals from the sub-projects are not rolled-up to the Program Cost Plan.

The Program Cost Plans are not expected to roll-up the actuals from the sub-projects that are associated with the Program. If you have a Master Project that has sub-projects, the Financial Plans will not roll-up the actuals from the sub-projects that are associated with the Master Project.
The Hierarchy Tab will show Actual Effort and Financial Actuals based on the Allocation percentage of the child investment. If the child investment is allocated at 0% within the Hierarchy, the results will show zero.
