Why does ESP issue message 3011W time out waiting for system command response

Issue/Introduction

Why is message "3011W Time out waiting for system command response" issued?

Cause

This may happen if the system is congested, there is no action needed and the processing continues. 

Resolution

When ESP handles VS command, it turns on a 10 seconds timer, and if there is no response within 10 sec, ESP issues a 3011W message.
