IPL hangs DISABLED WAIT state code 08C after setting up ACF2 CAISEC00 in PARMLIB

Issue/Introduction
An IPL hangs with a DISABLED WAIT state code 08C after setting up the CAISEC00 PARMLIB for ACF2.
The CAISEC00 method (SYS1.PARMLIB member) of starting ACF2 at IPL time has been implemented as described in the Perform ACF2 System Initialization. At the first subsequent IPL sequence, the system hangs, and messages are seen including one saying the disabled wait program status word (PSW) is 0002000080000000000000000000108c.
Here is an explanation for the wait state 08C reason code 01 (from IBM manual: z/OS System Codes, under Wait State Codes):
08C
Explanation: An error occurred during workload manager (WLM) processing due to recurring abends in the WLM address space. The accompanying hexadecimal reason code identifies an internal, unrecoverable WLM error.

Cause
There is no LOGONID for the WLM address space or it is suspended, AND there is no functional STC default LOGONID to be used instead. This leads to the WLM address space not being able to initialize, which ultimately causes the WAIT STATE with code 08C.
Resolution
Specify a valid LOGONID for the WLM address space, that has the STC attribute, and is functional (not suspended). If the LOGONID assigned to WLM is not functional, then make sure it is updated to be functional, or simply delete this LOGONID provided there is a functional default STC LOGONID in place. Example (in ACF or LID mode):
INSERT WLM NAME(WLM STC) STC NON-CNCL
or
CHANGE WLM NOSUSPEND
If there is no LOGONID assigned for the WLM address space, then the default STC LOGONID is required. Example (in ACF or LID mode):
INSERT ACFSTCID NAME(DEFAULT STC ID) STC NON-CNCL
