How to avoid HPO300E and HPO0508E abends in HPO job and STCITK

Issue/Introduction

Why can HPO batch job and/or the tools started task (STCITK) abend with the following messages and how can they be avoided?

HPO3000E LXCF ERROR,R15=00000806,R0=00000004,FUNCTION=INITIALISE
HPO0508E ERROR DURING XCF INITIALISATION

Resolution

HPO (Full-function online reorg) uses the z/OS Cross-System Coupling Facility (XCF) to provide IMSPLEX support.

To enable this support the Common Services library must be used. Usually, this library is a part of the LINKLIST concatenation and,
therefore, need not be allocated to the HPO batch job and STCITK job control.

If, however, the library is not in LINKLIST it must be added to the HPO batch job and STCITK JCL.
