B78-5C error when using MVS parameter ALLOWUSERKEYCSA(NO)

Issue/Introduction

When librarian is initializing it may get error S0C4 and issue message IEA705I ERROR DURING GETMAIN SYS CODE = B78-5C. IBM has changed the default for the parameter ALLOWUSERKEYCSA(NO) commencing in Z/OS 1.9, where previously the default was (YES).

Resolution

If ALLOWUSERKEYCSA(NO) is required, APAR #: QO89534 will resolve this problem. The other option is to set the parameter ALLOWUSERKEYCSA to (YES). To verify what setting your MVS system is using for ALLOWUSERKEYCSA, issue the MVS System command DISPLAY DIAG.
