This issue will occur when the prerequisite package "Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package MFC SecurityUpdate" is missing from the CABI server.
This may be confused with the basic Microsoft Visual C++ 2005 redistributable. You must have the SP1 MFC Security Update.
1. Download and install the Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package MFC Security Update x86 and x64 executables from:
http://www.microsoft.com/en-us/download/details.aspx?displaylang=en&id=26347
2. Perform a repair install of CABI on the CABI server via Add/Remove Programs
