The following message can be seen during the shutdown process of the OPSMAIN Address Space:
OPS0900J ALLOCATION OF EXTERNAL DATA QUEUE FAILED, RC=4
Starting with CA OPS/MVS release 12.3 the external data queues are larger because of the increase in size of the OPMO control blocks. This is escribed in knowledge document TEC1037203. The OPMO control block used for many message queues has been expanded almost double in size (from 384 to 640 bytes) to include new reporting fields. As a result of this expansion, more storage is required to run the OPSMAIN and OPSOSF Address Spaces compared to prior releases.
Maintenance in the form of PTFs (release 12.3 solution RO94113 and 13.0 solution RO94116) have been published to set the default value of the REGION= JCL parameter to the value of 0M. Consider, besides installing the maintenance, modify your current REGION= values for all the CA OPS/MVS Address Spaces to the new product install default.
