Please check the 'Server Address' policy under 'Default Computer Policy->DSM->Agent->Common Agent->Common'.
If that is set to centrally managed then you will not be able to change the address locally.
Please change it to locally managed and then run the command. Also refer TEC411552 to set the 'Server Address' policy using an alternate method.
