Created a site id filter for a specific site id but CA-CSM seems to be still using the primary site id defined in the support.ca.com user account.

CA-CSM will always list the sites in the same order starting with the primary site id defined in CSO even when a specific site id is being used by a site id. Filter. This does not necessarily mean that the site id filter is being ignored.
You can change the default site id in support.ca.com to be the site id assigned to the product you would like to download. To do this log into support.ca.com and click the "My Account" then "Profile" then "Edit". Under Support Access Information click the site ID drop down window and click the site ID for which the filter was updated then click save. Back in CA-CSM select this site id with a site id filter.
