Issue/Introduction

Description:

After daylight saving time is started and the time offset from GMT (Greenwich Mean Time) is more than +12 hours (e.g. GMT+13), Notification emails stop being sent. For example the timezone offset for Nuku'alofa (Tonga) is +13 hours. The offset becomes +13 hours for Auckland and Wellington (New Zealand) during periods of daylight saving.

The problem has been reported in Service Desk r12.1 as:
