Issue/Introduction

Description:

SMS managed Volumes do not need to be defined to Top Secret because most SMS calls do not pass a volume.

The exception to this is when an extend is needed. In this case a check is done for a permit to create on that volume.

A permit of VOL(*ALL*) ACCESS(CREATE) in the ALL Record, specific users or profiles is necessary.
