Error: "This application has failed to start because utils.dll was not found".

Issue/Introduction

Description:

I am receiving the following error:

uv_driver.exe - Unable To Locate Component
This application has failed to start because utils.dll was not found. Re-installing the application may fix this problem:-

Solution:

If you go to x:\CA\DCC\plugins\idd\bin and double-clicked on uv_driver.exe then you would receive this error. Uv_driver.exe can only be called from the services, it cannot be called manually.
