After an IPL Librarian ELIPS ABENDS with S0C1 RC=01

Why after an IPL does the ELIPS screen get a S0C1 abend when trying to bring up a member list for a Librarian dataset?

When running a batch job that uses the Librarian subsystem LAM, then everything in ELIPS starts working ok.

Resolution

When attempting to enter Elips and received the S0C1, it is possible that CAS9 startup had not yet completed.

CAISSF must be setup prior to invoking Elips, as S0C1 abend occurs if it is not.

Since LAM gets initialized during CAS9 startup, that CAS9 was not started when Elips was first attempted.

Then, CAS9 was started to initialize LAM (with RIMPARMS in place for SSF as well). After that, Elips was functioning as it should.
