The format of the seed file is the IP address, a single space, and the related Community String, one pair on each line, as follows:
ipAddress.1 string1
ipAddress.2 string2
NOTE: If using the default Community String "public," you may omit the community string.

Causes of this problem:
Using the incorrect delimiter character will cause:
- Command line discover, using nhDiscover with -fOptions, to silently fail;
- GUI discovery will immediately return "no elements found or updated," though it doesn't seem to try any discovery
