71000 is the initial "on" state - This is comparable to active in use cases, but is the default value of unchanged elements

71001 is active, or "un-retired." - If an element is retired, to reverse the retirement, the state must be set to active

71002 maps to an nmsState of Deleted - This is comparable to retired in its use cases, but usually used only with import elements.

 71003 is retired - Polling is off, but historical data remains until roll-ups expire from the database
