There is a section called "Notifications" that is provided in various places in a Process. It is intended to be used to send notifications to users. The notifications can be in CA PPM itself or can be sent out as Emails or as SMS, depending on the individual user account settings.

This functionality does not work partially for versions 14.4 and 15.1, in that, Emails are not sent out to users, even if that choice has been made in user account settings.
This is a bug CLRT-81170 and its currently in review with our engineering team
CA PPM versions 14.4 and 15.1.
This bug CLRT-81170 is targeted to be fixed in next upcoming release.
