Yes. Since PEC release 4.7.0 support IPv6, and SCM R12.x by default installed with PEC 4.7.0 or above.
Below is part of the release note from PEC 4.7.0:
At release 4.7.0, support for IPv6 has been added. PEC will now operate in a pure IPv4 environment, pure IPv6 environment, or a mixed environment that supports both protocols. No additional PEC configuration is needed to enable this functionality. Standard name resolution methods are used to resolve addresses through DNS and other mechanisms. In a mixed IPv4/IPv6 environment, PEC will try all addresses when trying to connect to an rtserver or another client until one is found that is successful. If an rtserver runs on a machine with a mixed IPv4/IPv6 environment, the rtserver will listen on both protocols and either may be used by connecting clients.
