The "webLicenseCt" KPI counts the number of logged in users that are using a Service Desk Manager license. This is determined by the "Licensed?" flag/checkbox in the Access Type for the user. Additionally there is a "webSessionCt" KPI which counts the total number of web sessions. Meaning both licensed analyst users and end users logging into the web self-service interface are all counted.
