Issue/Introduction

Description:

We backed up our Policy Server installation and installed a newer version, using the same Policy Store.

But, we are not able to login via FSSUI anymore, and starting the Web Agent, we get this error:

SiteMinder agent has encountered initialization errors and

When we installed the new version, we used the same password for the Encryption Key. Why neither FSS UI nor the Web Agent is working?

Solution:

The EncryptionKey.txt file is created by the installer and it is randomly encrypted, no matter what encryption key pass phrase or password was used during the time of installation.

You will have to use the same EncryptionKey.txt file from your last installation if you want to use the policy store and don't have separate KeyStore.
