Issue/Introduction

Description:

When changing Hierarchy for Program and Projects there is a record for a link left in table INV_FLAT_HIERARCHIES

Steps to Reproduce:

1. Create 3 new projects and 2 new programs and set up following HIERARCHY
   
   Initial structure:

    Program1 | |-- project child1     |     |-- project child2        |        |-- project child3

2. project child2 ==> tab: Hierarchy ==> sub tab: Parents - remove "project child1" as parent
   
   
3. project child2 ==> tab: Hierarchy ==> sub tab: Parents - add new parent "Program2"
   
   New structures:

    Program1 | |-- project child1  Program2 | |-- project child2     |     |-- project child3

Expected Result: In table INV_FLAT_HIERARCHIES records for the link from "Program1" to "project child3" because they are no longer in the hierarchy
Actual Result: In table INV_FLAT_HIERARCHIES is remains a records for the link from "Program1" to "project child3" even though these are not linked in the UI anymore

Solution:
This dangling orphan record affects any Clarity calculation that uses the flat investment hierarchy table to aggregate data for a master project/program.
