Description:
We have a Cost Plan set up and previously we were able to go into Edit Mode and update the Time Scale cell values. Now when we go into the Edit Mode, the application is not allowing us to edit these cells. We tried different Cost Plans and some Cost Plans allow the cells to have data entry and other Cost Plans are not allowing the user to edit the values.
Steps to Reproduce:

Expected Result: We have the appropriate rights and we were able to update the plan previously, we should still be able to update the plan TSV values
Actual Result: The TSV fields are not open for editing
Solution:
The end-user configured the Cost Plan Details View to use 'Monthly' Time Scale Period Type and the Cost Plan Properties Period Type is set to 'Annually'.
The current behavior of the application allows only for entering data in TSV cells for Financial Plans when the Time Scale configuration matches the Period Type defined on the Cost Plan Properties page.
To edit the Cost Plan Details TSV cells, change the configuration to reflect the Cost Plan Properties Period Type.
In Clarity Version 13.x, the default configuration for Cost Plan Details TSV is set to use the Cost Plan Properties Period Type.
Here are the Cost Plan Properties and when you change the configuration, the end-user is now able to edit the time-varying cell values:

An Enhancement Request (CLRT-17213) has been proposed, requesting a change in the behavior to allow for end-users to update financial plans with other period types configured on the view.
