We set our default Financial Status to 'Hold' or 'Open' and create new projects. Once the project is created, the Project 'Active' attribute field is still editable and an end-user can change the status of the project to 'inactive'. The only valid status to allow a project to become inactive is for the financial status to be 'Closed'.
Steps to Reproduce:
Expected Result: The Project Active field should only be locked when the Financial Status is set to 'Closed'
Actual Result: The Project Active field is locked
