When you try to export a Program Hierarchy that contains over 20 subprojects, you get an error: Processing another export request. Please try again

Issue/Introduction

Steps to Reproduce:

1. Go to Home > Portfolio Management > Programs
2. Open a program and add at least 20 subprojects
3. Open the Hierarchy tab
4. On the Configuration Wheel, click on Export to Excel (Data Only)

Expected result: The Program Hierarchy tab content to be exported to excel

Actual result: You get an error: Processing another export request. Please try again

This is an issue in CA PPM 14.3
