CA SCM users may get this error when working in Workbench or Administrator GUI, for example, creating a new Project or Package. The probable cause for this error is due to CA SCM Server and database have gone out of sync with each other due to unexpected shutdown of services or database server.
Restart the services and broker in this order:
Stop broker Stop database server Start database server Start broker
This should correct the problem. Please contact CA Support if the problem continues.
