Error "Preferences were not created. Check if it already exists" with CA Output Management Web Viewer 12.1

Issue/Introduction

When trying to change/Update "Remote connection timeout" in General Preferences from 60 to 120 seconds I receive following message:

Error: Preferences were not created. Check if it already exists.

In addition, cannot export any parameters from the export tab.

Cause

The database was corrupt.

Resolution

Create a new database. 

1. Use the export command to save the current database parameters (if possible)
2. Backup the old database with database commands
3. Drop the old database 
4. Create a new database with the same name using one of the DDL's provided. 
5. You can find the DDLs under the C:\Program Files\CA\CA_OM_Web_Viewer\ddl or /usr/local/CA_OM_Web_Viewer/ddl directories. These are the default locations. If you installed elsewhere, modify these paths to match your installation location.
6. Import the parameters from the saved xml-files .
