Process for removing Workspaces and Projects from user views.

Product Limitation.
In Rally, there is no direct method to delete a project or workspace. However, you can close them, which effectively removes them from all non-administrative views.
To close a workspace, you need to be a Workspace or Subscription Administrator. Additionally, make sure to close any projects contained within the workspace first
After closing all related projects, you can set the workspace itself to a closed state. By changing the State filter at the top of this page to ‘open,’ any closed items will be removed from this administrative view.
When a workspace or project is closed, it remains intact but no longer appears in the drop-down list on the navigation bar or the project picker. Any changes made to workspaces are recorded in the revision history.
