Do we need a new LMP Key when upgrading from CA Librarian 4.3 to 4.4?

No, a new LMP Key is not needed when upgrading from CA Librarian 4.3 to 4.4.

LMP Keys contain the CPU Serial number, model number and the date when the key will expire. They do not contain the version number of the product.
