Sysview for Db2 Data Collector started task failed with SB78 abend and XNET failed with S0C4

Issue/Introduction

Sysview Performance Management Option for Db2 for z/OS (IDB2) Data Collector started task failed with SB78 abend.
At the same time the XNET started task failed with S0C4

Resolution

Restarting the XNET started task first and then the IDB2 Data Collector in that order resolved the problem.
