We have a use case of our network engineers want to measure interface latency and response time. Is Latency a metric that CA Performance Management tracks at the interface level?

Performance Management does not support direct interface level Latency metrics in the same way the older eHealth product provided.
If you know the topology and you want to ping, say, interface A to interface C or B, from device X, however many hops away it is, you could setup Rttmon Ping tests accordingly.
Then you could discover the response path(s) into CA Performance Management and generate reports/dashboards against it.
You can configure the IPSLA tests directly on the device and discover them or create them with CA Performance Management.
