Resolution

CA Pan/SQL 2.4C, or CA Pan/SQL 2.4 0203, is downloaded through Support Online as a component via this product:

CA Easytrieve Report Generator Option for DB2 – MVS

And includes this ESD file: 240203ESH02.ESD

In order to install CA Pan/SQL’s ESD file without BLP involved, use the following JCL:

//CRETAPE EXEC PGM=CAESDR,REGION=4M, 
// PARM='NOVOL,FILE1DSN=&CAI.&CNT.PANSQL24.P0203.INSTALL' 
//TAPE DD DSN=CAI.PRODCUT.TAPE,LABEL=(1,SL,RETPD=20),
