Spectrum OneClick error "ResourceManager: could not locate resource bundle"

Issue/Introduction

The following error messages are appearing in the Tomcat log file:

ResourceManager: could not locate resource bundle - com.aprisma.spectrum.app.console.web.struts.package for locale en_CA

Environment

Release: Any version installed on Windows
Component:

Resolution

Review the Windows Region and Language settings, specifically the System Locale and Format.

Update them from English (Canada) to English (United States), then recycle the SpectrumTomcat service.
