Why does not PDSMAN need an update authority to update a PDS directory to record PDSMAN last reference date ?

Resolution

PDSMAN does not use OPEN or STOW to stamp the PDS directory. PDSMAN can use direct EXCP. 

To record last reference date in a data PDSE (a PDSE with no load modules) there is a requirement to have update authority. That is why the PDSMAN address space must have authority to any data PDSE which needs last ref date recording. PDSMAN last reference date recording will automatically have the PDSMAN address space do the last ref date stamp, instead of the accessing user.
