Forecast command fails with "CAUAJM_E_18407 Failed to connect to Oracle server" message.

Issue/Introduction

Issue/Problem/Symptoms: 

Unable to run any forecast command as it always return with error message:

"CAUAJM_E_18407 Failed to connect to Oracle server"

Environment:  

Autosys 11.3+ using Oracle database

Cause: 

User that executes forecast command has no read access to file $TNS_ADMIN/tnsnames.ora

Resolution/Workaround:

chmod a+r $TNS_ADMIN/tnsnames.ora
