Why does the /DISPLAY,Q=ALL command show the queue files with minimal tracks available, but almost the maximum number if entries available?

 For example: REQ queue showing 000000 avail.

The count shown as tracks available for status queues (REQ, RDY, ACT, PRN, PST, and PRE) indicates an amount never used since the last COLD start of  Workload Automation CA 7.
