Questions:

Enforce minimum password phrase complexity of a case sensitive 12-character mix of upper and lower case letters, numbers and special characters and including at least one of each Answer Password phrase functionality is required for passwords greatter than 8 character?

Answer:

The following CA Top Secret PASSWORD Control Options enforces how password phrases are contructed:

NEWPHRASE(MAX=nn,MIN=nn) controls the minmum and maximum password length.

NEWPHRASE(MA=nn,MN=nn,SC=nn) MA and MN control the minimum number of alpha and numerics in a passwords. SC controls the minimum number of special characters in the password.
