Set LOCKTIME(0) for the FACILITY via CA Top Secret Parameter File or TSS MODFIY FAC(facilityname(LOCKTIME(0)).

TSS MODIFY commands are temporary changes and will be reset if TSS is recycled or z/OS IPLed.

Set LOCKTIME in the CA Top Secret Parameter File to make the change permanent.
