Resolution

The job TNCSDUP$ found in the UTRSAMP dataset creates all the CSD entries required by Mainframe Application Tuner (MAT).

The member will have no reference to TUNC, only TUNS.  TUNC is dynamically defined by MAT and does not need to be defined with the TNCSDUP$ job.  After running the job there should be a group CAMATA0 installed.  The last two statements in CEESSAMP(TNCSDC$) is to add the group to a list that is specified in the CICS SYSIN GRPLIST.  Make sure that you update this to a GRPLIST that is specified at startup.  If not, you can always manually install the group through CEDA.
