VCF Operations License server registration failure after upgrade to 9.1

Issue/Introduction

• VCF Operations is upgraded from 9.0.x to 9.1
• During the registration of license server with the VCF Business Services console as per Transfer Licenses After You Upgrade VCF Operations from Version 9.0.x  the workflow fails during the import license phase with the below error:

The license file is invalid. Generate a new license file in the VCF Business Services console and upload it here

• In the /storage/log/vcops/log/license-usage-plugin-.log on the VCF operations node, you may find below entries:

Unknown error occurred during key validation
com.vmware.vrops.license.usage.exception.LicenseUsageRuntimeException: Local key validation failed during import.

Failed to upload entitlement data.
com.vmware.vrops.license.usage.exception.LicenseUsageRuntimeException: Local key validation failed during import.

Environment

VCF Operations 9.1

Cause

This issue typically occurs when the VCF Operations instance retains stale registration references or metadata from the previous 9.0.x version.

Resolution

To resolve this issue, you must purge the legacy registration references and initiate a fresh registration sequence in the VCF Business Services Console.

Step 1: Deactivate Legacy Registration

1. Log in to the VCF Business Services Console (BSC).
2. Navigate to the Business Services tab.
3. Locate the existing registration for the affected VCF Operations instance.
4. Select Deactivate 

Step 2: Initiate New Registration

1. In the VCF Operations UI, navigate to Administration > Licensing > Licenses & Registration.
2. Select the option to Register the instance.
3. Follow the standard registration workflow to generate a new registration request.
4. The workflow will detect the previous registration
5. Add the licenses to the vcf operations instance
6. Export the incense file.
7. Import the new license file back into VCF Operations.
