A Hierarchy Import Schedule Doesn't Work for Non-Admins

Issue/Introduction

When using the Import Schedule option within a Hierarchy, the import processes, but then nothing is imported. If a user has full global rights, the import works

1. Log into Clarity with a user who has full rights to Hierarchies and Projects
2. Access the Hierarchy module, and create a new Hierarchy
3. Open it, and within the Actions menu select Configure Import Schedule
4. Populate all required information, for the Type select Project and then select the option to Import now.
5. The import will begin.

Expected Results: 
All Projects expected should be imported

Actual Results:
The import will appear to process, but then nothing actually imports.
In the bg logs, you will see messages like:

Skipping investment 5003006: apiAlias 'projects' could not be resolved to objectCode

Resolution

This is resolved in Clarity 16.5.0.

Workaround: 
1. Using the manual Import option, instead of the scheduled option, allows the import to be successful.
2. Granting the user Object Administration global rights allows this to work.
