maintenance_mode maintenance_window_history table is growing without bounds and not purging

Issue/Introduction

Need to assess whether or not the purge for maintenance_mode history table entries are being purged over time, e.g., every 30 days, or failing.

Purge not completing.

Environment

• DX UIM 23.4 CU6

Cause

• Need for new index and workaround for blocking due to the size of the table, e.g., 90GB.
