Export function fails to instantiate Excel

Issue/Introduction

Issue/Problem/Symptoms: 

Export report, but Excel doesn't open. The process worked perfectly until Security Update for Microsoft Excel 2013 (KB3115262) 32-Bit Edition was pushed.

Environment:  

Microsoft Windows

Cause: 

Update for Microsoft Excel 2013 (KB3115262) 32-Bit Edition

Resolution/Workaround:

Sustaining Engineering research indicates that KB 3115262 is going to break pretty much any application that generates Excel files, Web Viewer included.

- A better way of addressing the problem is to un-install the Excel update and prevent it from being installed.


Additional Information:

CA cannot fix this from Web Viewer. The Excel files it generates are actually HTML files (that follow special rules) with an XLS file extension - KB 3115262 now blocks this kind of content.
