Resolution

The symptoms described indicate independent but related configuration and database issues. Follow these steps in order:
1. Validate vpxd.cfg Configuration: If the UI displays "localhost" or service crashes occur, the vpxd.cfg file is likely corrupt. Follow the validation and repair steps in KB 316610.
2. Resolve vCLS Deployment Failures: If vCLS health displays "The name vCLS already exists," manual cleanup of stale agencies in the vPostgres database is required. See KB 321982 for database cleanup procedures.
3. Extend Migration Timeouts: For persistent OVF/OVA import timeouts, increase the lease period parameters in the vpxd.cfg file. Reference KB 318566 for the required configuration parameters.
