This article outlines the troubleshooting steps for when the "Activate Management" process fails in VCF Operations 9.1. If the "Manage" tab is missing or you receive the error "The selected VCF cloud accounts are not eligible for activating management," follow the resolution steps below to restore license management visibility and functionality.

This error occurs due to one of the following:
1. Verify Version Compatibility:
• Ensure VCF Operations is upgraded to the version compatible with vCenter 9.1. Mismatched versions are a leading cause of licensing model discrepancies.
2. Refresh Integration State:
• Navigate to Administration > Integrations.
• Select the VCF instance and click Manage Integration.
• Toggle the License Management setting to Off and click Save.
• Wait two minutes, toggle the setting to On, and attempt to Activate Management again.
3. Resolve Adapter Conflicts:
• Delete any manually created VMware Cloud Foundation adapter instances targeting the vCenter endpoint.
• Remove duplicate vCenter adapter instances to prevent API routing conflicts.
4. Update Credentials and Privileges:
• Within the Integration UI, click Activate System Managed Credentials. This automatically configures the necessary service accounts with Global.Licenses and CertificateManagement privileges.
